It wasn't 100% obvious from the text of the article, but looking at http://www.libraryjournal.com/index.asp?layout=frontpage makes it clear that this is an April Fools joke. "RFID Implants, The New Library Card", "Reference Desk Installs Tip Bucket", and "Bar Opens in Library, Circulation Triples" are some of the other stories.
